Department of Climate Change, Energy, Environment and Water and the Department of Agriculture Fisheries and Forestry – Muru are providing the Lead WHS Consultant for the Commercial and Technical Tender Evaluation Board for the commercial activity to establish Departments government procurement panel of Regional Delivery Partners for environmental protection, sustainable agriculture and natural resource management services. This is a $900 million dollar project superseding the former Regional Land Partnerships program. We established a practical and pragmatic evaluation marking criteria against the tender documentation allowing evaluators to score the tenderer’s ability to fulfil the WHS requirements of the program against legislative responsibilities and accountabilities. Along with the evaluation criteria training for evaluators was held through online forums outlining key responsibilities the evaluators must be aware of when determining the suitability of Regional Delivery Partners in managing WHS risk and assurance activities of contractors and third parties on behalf of the Departments.

Defence Aviation Safety Authority (DASA) – Strategic Approach to Flight Operations Regulation Improvement and Oversight. Muru have delivered a strategic management approach to the review and update of extant Flight Operations-related DASA, aiming for a regulatory suite that better and more clearly identifies regulatory hazards and risks, and their associated controls and verification criteria for each implementing regulation.

Muru successfully worked with DASA to:

  • create a DASA-approved template to guide regulation development and modification, and to record corporate history for each regulation
  • create a simplified Bow Tie Analysis methodology for aviation regulations, to validate purpose, hazards, risks and controls
  • create an DASA Oversight and Enforcement model and Assurance Manual to capture unique DASA assurance principles and policies
  • create FLTOPS related training packages related to DASA assurance principles
  • publish a DASR Style Guide, to capture regulatory development and amendment principles against international benchmarks
  • complete DASR Flight Operations benchmarking against the UK MoD regulations

ABF Incoming Brief to the Minister 2022 – “In March 2021, Comcare issued an Improvement Notice in relation to the work, health and safety (WHS) of sea-going officers, issues relating to mental health risk identification and management processes, and the cumulative effects of WHS incidents. Muru Management Consulting Pty Ltd (Muru) was engaged to conduct a risk assessment with a focus on psychosocial hazards and risks associated with the maritime workforce. The final Muru report was issued on 30 November 2021 and included 85 recommendations requiring implementation across both Home Affairs and the ABF. A phased implementation of the recommendations has commenced. Engagement with the marine workforce in relation to issues raised through Comcare is continuing through regular forums, health and safety representatives and the CPSU. The Department and ABF recently initiated the Marine Improvement Program focused on addressing issues in the Marine Workforce and supporting elements in a cohesive and collaborative manner. Home Affairs and ABF have committed resources to the program, which is expected to take between 12-18 months to implement.”

Defence Aviation Safety Authority (DASA) – ADF Aviation Flight Operations Regulations Improvement. The Defence Aviation Safety Regulation (DASR) alignment journey continues. Muru assisted DASA with Flight Operations-related regulation review against DASR Style Guide principles, and with the development of regulatory Bow Tie Analyses. Regulation updates improved current regulation safety outcomes, and simplified their Acceptable Means of Compliance, for both regulatory staff and regulated entities. The task also incorporated the results of DASR Flight Operations benchmarking to the equivalent regulation sets of multiple recognised National Airworthiness Authorities and Military Airworthiness Authorities.

Department of Agriculture, Water and the Environment WHS Audit and Improvement – Muru provided WHS audit, risk management and advice services to the Department. Muru assessed the adequacy of the department’s approach to WHS in the RLP Program to determine system efficacy, vulnerabilities, practical improvements and improved alignment with respect to the requirements of the Work Health and Safety Act 2011 and Safety is being governed and implemented. We also prepared for and conducted a number of on site audits of a number of projects across Australia in order to verify our findings and recommend improvements for the next round of RLP projects.

Defence Aviation Safety Authority (DASA) – Introduction of Performance Based Navigation (PBN) and Reduced Vertical Separation Minima (RVSM) to Defence Aviation. PBN and RVSM form part of an internationally-recognised regulatory framework for implementing area navigation, with an emphasis on the utilisation of Global Navigation Satellite System (GNSS) technology as opposed to traditional reliance upon fixed ground-based navigation aids which are being phased out. All ICAO member nations are introducing PBN and RVSM requirements. These capabilities have the potential to provide increased safety, efficiency and environmental benefits through the optimisation of airspace use. Muru has assisted DASA to better enable PBN and RVSM technologies in ADF aircraft, including new regulations, processes, and Acceptable Means of Compliance aligned to civil airspace requirements, simplifying Defence PBN and RVSM implementation and use.

NSW Department of Communities and Justice Bullying and Harassment Independent Assessments – Muru supported the Department with independent assessments relating to allegations of bullying and harassment. We supported the Department and impacted staff develop strategies to reduce the chances of future occurrences. We also assisted staff members with any concerns they may have and how they could work with their team leaders and managers to resolve them.

AVIATION FUEL SAFETY MANAGEMENT IMPROVEMENT PROJECT – RAAF. Muru led the analysis and benchmarking of the Air Force Fuel Management Supply Chain and Operations. As a result of our analysis and recommendations Muru planned, implemented and are currently managing the Air Force Fuel Safety and Management Improvement Project. This aims to implement a series of integrated changes across Air Force fuel management to reduce the risks associated with handling, transporting, storing and testing fuel. Muru have a number of industry recognised petroleum supply chain experts with Defence and Industry experience in Australia and overseas.

OFFICE FOR THE ARTS NATIONAL COLLECTION INSTITUTION WHS AUDIT – Muru conducted desktop and site audits of all eight Ne National Collection Institutions.

ADF Support. Muru have provided a number of projects and services in support of the Australian Defence Force, including

  • Providing specialist support to review and improve DASA’s Safety Management System (SMS) and Policy and produce a new new suite of supporting documents, including a new Defence Aviation Safety Program (DASP) Manual,.
  • Providing transition management and engineering support to the Australian Air Force as they transition into service various BAE Hawk upgrades.
  • Providing Project Management services to CASG for the BAE Hawk engine upgrade program
  • Providing support to the Directorate of Aviation Operation’s (DAVNOPS) Operational Review and Approvals (ORA) section to support ORA transformational and education activities. This includes conducting operational assessments and review of project airworthiness documentation, as well as policy and procedures reviews.
  • Developed the JP8190 CONEMP for the Australian Army
  • Managed the transition to the PC-21 Capability for RAAF and supported the withdrawal of PC-9.
  • Project Managed the Air Force Safety Always Program to simplify, streamline and improve Air Force safety management systems (across all Air Force Units and locations) in order to achieve an enduring reduction in accidents, includes and exposures and foster a generative safety culture. Muru were awarded the Hunter Safety Award for most innovative idea/product in 2019 for our work with Air Force.
  • Supported the Defence Estate and Infrastructure Group to meet the requirements of the Renewable Energy and Energy Security Program. Muru are supporting the Directorate of Environmental Resource Management and Sustainability to develop and document a program strategy and governance framework, undertake procurement planning, develop RFTs, conduct tender evaluations and develop internal staff skills through mentoring and coaching.
  • Supported DASA’s UAS, ANSP and Aerodromes areas develop a regulatory suite which enables clear identification of associated hazards, risks and controls, and the effective oversight and enforcement of the conduct of required compliance and conformance activities of certified organisations.

CSIRO – Muru consultants are working with CSIRO staff to deliver project plans for the CSIRO’s 6 work packages under the Defence Renewable Energy and Energy Security Program. Once complete, Muru will support CSIRO to implement these plans.

NSW DEPARTMENT OF EDUCATION – Muru conducted a review and gap analysis of the Ratings and Assessment Process and how it was being applied across the State for the NSW Department of Education. We produced a report and practical recommendations that will allow the Directorate to meet its COAG and stakeholder expectations.
